During the years of independence, the population of the Republic of Kazakhstan has increased by almost 15%. The surge in the birth rate is facilitated by the policy of state assistance to families with children. Women who raise children alone can count on various types of social benefits provided for by legislative acts.
What benefits are paid to single mothers in Kazakhstan in 2022?
Women who have given birth to children, regardless of whether they are married or not, can receive the following benefits and payments:
- On the birth of a child and maternity payments to mothers who worked before childbirth.
- Payments and benefits for a child up to 1 year.
- Help for a large family (4 or more children).
- Targeted social assistance.
One-time allowance for the birth of a child
The amount of social payments and benefits in Kazakhstan is changed every year, because the country’s budget provides for an increase in the basic indicators on which they depend. Thus, the budget of the Republic of Kazakhstan for 2022–2024 approved the following parameters:
- The cost of living (PM) is 36,018 tenge.
- The minimum wage (MW) is 60,000 tenge.
- Monthly calculation index (MCI) – 3,063 tenge.
The Law of the Republic of Kazakhstan “On State Benefits for Families with Children” approved a fixed one- time assistance at the birth of a child. It turns out to be both working and non-working women before childbirth and depends on which child was born in the family.
How much will a single mother receive in 2022 in Kazakhstan?
Taking into account the MCI in 2022, the amounts of payments will be as follows:
- At the birth of the first, second and third child, a woman will receive an allowance of 38 MCI, that is, 116,394 tenge in each case.
- At the birth of the fourth and each subsequent child – 63 MCI, that is, 192,969 tenge.
When two or more children (twins) are born, the birth allowance is assigned to each child.
You can apply for such benefits at the PSC at the place of residence or through the Halyk Homebank and Kaspi.kz banking applications. The Egov.kz website offers a composite service “Birth of a child”, thanks to which you can also apply for a one-time allowance.
Maternity payments to women who worked before the birth of a child
In addition to lump-sum fixed assistance, working women receive maternity benefits. As participants in the system of compulsory social insurance, they are paid sick leave for pregnancy and childbirth and leave, provided for by the Labor Code of the Republic of Kazakhstan.
The amount of payments depends on social contributions to the State Social Insurance Fund (SFSS) for the last year. The following formula for calculating maternity payments has been adopted: the average monthly income is multiplied by the coefficient of days of incapacity for work (4.2) and deducted 10% for pension contributions.
When calculating, they take into account whether the average income of a woman was less or more than 7 minimum wages. Examples of calculation with reference to 7 minimum wages are presented on the government portal Egov.kz. The maximum payout in 2022 cannot exceed 1,587,600 tenge.
Social payments until the child reaches 1 year
The allowance for a child up to one year of age is paid monthly. It can be issued by the woman herself or by someone from her family who is more comfortable looking after the baby. These benefits are different for those who worked or did not work before the birth of the child.
The following fixed benefits are paid from the state budget to those who did not work in 2022:
- For the care of the first child – 5.76 MCI (17,643 tenge).
- For the second – 6.81 MCI (20,859).
- For the third – 7.85 MCI (24,044).
- For the fourth and subsequent – 8.9 MCI (27,261).
For a woman who worked before the birth of a child, payments for care until she reaches the age of 1 year are assigned taking into account the average monthly income for the last 2 years, with a deduction of 10% for pension contributions. For self-employed women, the average income for the last year is taken into account. If a family takes care of two or more children under 1 year old, the allowance is paid for each of them.
Benefits for mothers with many children
The Law of the Republic of Kazakhstan on State Benefits for Families with Children in Article 8-1 provides for assistance to families with four or more children. It also applies to mothers who raise children alone.
Social benefits for families with many children depend on the MCI. In connection with the increase in this indicator, payments in 2022 will be as follows:
For four children – 16.03 MCI (49,100 tenge).
For five – 20.04 MCI (61,382) For six – 24.05 MCI (73,665).
For seven – 28.06 MCI (85,948)
For eight or more – 32.06 MCI (98,200).
Moreover, 4 MCI will be added for each subsequent child. Women with many children who have the following awards can count on state support:
- Pendant “Kumis alka” or “Altyn alka”.
- The title of “Mother Heroine”.
- Order of “Maternal Glory” first or second degree.
In 2022, such mothers with many children are provided with a monthly state allowance in the amount of 6.4 MCI (19,603 tenge).
Targeted social assistance (TSA) for single mothers
Based on the Law of the Republic of Kazakhstan “On State Targeted Social Assistance”, I assign financial support to families who find themselves in a difficult financial situation, that is, when the average per capita income per month is below the poverty line. This feature is usually 70% of the PM , but it is determined quarterly for each region of the country. If the PM in 2022 is 36,018 tenge, then the poverty line will average about 25,212 tenge for each family member.
TSA is calculated individually based on the financial situation of the family. Its size depends on the difference between the average per capita income and the poverty line established in the region, and is calculated for each family member.
The law defines two types of ASP:
- Unconditional help. It can be received by single mothers caring for a child under 3 years old or for a disabled child.
- Conditional ASP. Typically, such assistance is provided to low-income families that have able-bodied members who are out of work. A social contract is concluded with them (the search for a job, obtaining a specialty or starting a business is negotiated) as a prerequisite for this type of assistance.
An application for TSA is submitted to the employment center at the place of residence, and where there is none, to the akimat of the settlement. To do this, it is enough to present an identity document and write an application in the accepted form. All other documents required for the appointment of the TSA are collected by the employment center through the information systems of state bodies.
In Kazakhstan, the status of a single mother is not fixed legally, so special payments are not provided. But a variety of benefits for single mothers help provide for and raise children. Last but not least, thanks to such social protection , the increase in the population of Kazakhstan over the years of independence has exceeded 5 million people.
